GENERAL DESCRIPTION OF WORK: The Manager of Information Services is responsible for leading the delivery, governance, and sustainment of the agency’s enterprise application platforms, data services, and reporting capabilities. This position serves as the primary IT leader for enterprise systems, including ERP/EAM (Infor) and CRM (Salesforce), ensuring these platforms are operated as secure, reliable systems of record aligned with organizational priorities. The role emphasizes platform ownership, delivery discipline, and cross-functional collaboration, rather than hands-on software development. The Manager of Information Services ensures application and data services are governed, prioritized, and delivered in a manner that supports operational continuity, regulatory compliance, and informed decision-making.
ESSENTIAL FUNCTIONS: Enterprise Application & Platform Leadership Serve as the IT owner for enterprise application platforms, including ERP/EAM and CRM systems. Establish and enforce governance for application configuration, enhancements, integrations, and data usage. Ensure enterprise platforms operate securely, reliably, and in compliance with audit and risk management requirements. Coordinate with business stakeholders to translate operational needs into sustainable platform solutions. Application Delivery & Sustainment Lead application delivery and ongoing sustainment for internally developed and vendor-supported systems. Establish intake, prioritization, and delivery processes for application and data requests. Balance operational support (“run-the-business”) with enhancement and modernization initiatives. Ensure delivery practices emphasize predictability, transparency, and accountability. Data, Reporting, and Analytics Support Oversee enterprise data pipelines, operational reporting, and regulatory reporting support. Ensure data accuracy, integrity, timeliness, and auditability. Partner with agency leadership and departments to support performance measurement and decision-making. Promote standardization and reuse of reporting solutions to reduce reliance on ad-hoc requests. Leadership and Staff Management Directly manage and develop a multidisciplinary team of analysts, developers, and data professionals. Assign work aligned to enterprise priorities and reduce role fragmentation. Conduct performance evaluations, coaching, and professional development. Promote documentation, knowledge sharing, and continuous improvement practices. Cross-Functional Collaboration Collaborate with Information Security, Technology Operations, Client Services, and the PMO to ensure coordinated technology delivery. Serve as a liaison between IT and business stakeholders to manage expectations and communicate constraints. Support agency-wide initiatives by ensuring application and data readiness. Supervisory Responsibilities Directly supervises professional-level staff within Information Services. Responsible for hiring recommendations, performance management, and staff development. This job description excludes marginal functions that are incidental to performing the job. Other duties may exist.
REQUIRED EDUCATION AND EXPERIENCE: Bachelor’s degree in Computer Science, Information Systems, Business Administration, or a related field and ten (10 ) years of progressively responsible experience in application delivery, enterprise systems, or platform management and two (2) years of experience managing professional technical staff. Experience may be substituted in lieu of education on a year-for-year basis up to four years.
PREFERRED QUALIFICATIONS: Experience supporting or managing large enterprise systems.
ADDITIONAL REQUIREMENTS: Experience with ERP/EAM platforms (Infor or comparable systems) Experience with CRM platforms (Salesforce or equivalent) Experience in public sector, transportation, or regulated environments Experience with data governance, reporting, or analytics enablement Experience leading platform or organizational transformation initiatives Strong understanding of enterprise application platforms and system-of-record concepts Ability to govern complex systems and manage competing priorities Knowledge of application delivery, data management, and reporting practices Strong communication skills for technical and non-technical audiences Ability to exercise sound judgment and manage operational risk Ability to establish structure, enforce standards, and say “no” when appropriate Is able to speak and write in a clear professional, non-technical manner, when interacting with customers and management. Must be able to successfully interact with users at all levels of the organization. Must have ability to read and understand complex materials such as reports, instructions and manuals. Must be able to maintain good work attendance. PHYSICAL REQUIREMENTS: Physical ability required to be mobile, bend, stoop, stand, reach, and occasionally lift 5-25 pounds of objects, such as files, equipment and supplies, and books.
WORK ENVIRONMENTS: Work involves deadlines and multiple priorities. Works within normal office environment. May be required to work any time of the day, evening or night during the week or weekend to include being on-call as scheduled.
