Job description

GENERAL DESCRIPTION OF WORK: Responsible for ensuring maximum funding utilization through rigorous accounting, administrative control, and compliance management. Key duties include grant reimbursement review, complex financial reporting, budget development, and the administration of a centralized grant management database and/or module.

ESSENTIAL FUNCTIONS: Performs complex grant accounting functions, including general ledger reconciliations, journal entries and ensuring accurate coding of invoices, purchase orders, and requisitions. Prepares, maintains, analyzes, balances, and reconciles a variety of financial reports/statements utilizing accounting data. Leads the development of the Schedule of Expenditures of Federal Awards (SEFA) and State awards. Monitors revenues and expenditures to ensure strict budget compliance throughout the fiscal year. Serves as the subject matter expert on funder guidelines, clarifying technical and contractual regulations for department staff. Oversees grant-funded assets, ensuring the purchase and disposal of fixed assets comply with federal, state, and agency policies. Coordinates with external auditors by gathering and preparing necessary documentation and variance explanations. Develops and maintains a comprehensive grant database to track programmatic, financial, and fixed-asset data. Conducts monthly reviews of grant progress, drafting reports to ensure all award requirements are met proactively. Researches and reconciles grant-funded project expenditures across various agency systems and databases. Assists department heads and budget team in developing and preparing grant budgets both for grant applications and annual budget cycles. Provides financial support for grant ledger reviews and internal/external stakeholder reporting. Produces technical documentation, including contracts, agendas, manuals, and meeting minutes. REQUIRED EDUCATION AND EXPERIENCE: Bachelor's degree from an accredited college or university with preferred field of study in Public Administration, Business Administration, Accounting, Finance, or related field, and a minimum of 8 years in grant accounting, public sector finance, grants management and compliance, or related field. Experience may be substituted in lieu of education on a year-for-year basis up to four years.

PREFERRED QUALIFICATIONS: Master’s Degree. Experience specifically within a public transportation agency or handling FTA funding. Expert-level understanding of 2 CFR 200 and GASB reporting. Advanced proficiency in ERP systems and grant-specific management software.

ADDITIONAL REQUIREMENTS: Proficiency in grant accounting, federal compliance (Uniform Guidance), financial reporting, budgeting, financial management, and forecasting methods and principles. Proficiency in accounting software and database management; strong analytical skills for statistical comparisons and variance analysis. Knowledge of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) statements, theories, and practices. Knowledge of Governmental Finance Officers Association (GFOA) practices and principles. Knowledge of principles, practices, and methods of Federal Transit Administration including National Transit Database (NTD) reporting and the Uniform System of Accounts (USOA). Must have strong knowledge of 0MB Uniform Guidance 2 CFR Part 200 (Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards). Must have strong planning, judgement, organizational and analytical skills. Detail-oriented with the ability to manage complex, multi-source funding streams and meet strict submittal deadlines. Ability to work independently using analytical skills, initiative and good judgment. Ability to organize and present clearly oral and written reports. Must have strong Excel, Word, and PowerPoint skills. Ability to maintain confidentiality of highly sensitive information. Must be able to maintain good work attendance. PHYSICAL REQUIREMENTS: Physical ability required to be mobile, bend, stoop, stand, reach, and occasionally lift 5-25 pounds of objects, such as files, equipment and supplies, and books.
