GENERAL DESCRIPTION OF WORK: This position is responsible for monitoring all contract audits to mitigate deficiencies and recommend corrective action. Responsible for inputting all contract payments to contractors and subcontractors to ensure prompt payment related to DBE and SBE participation and goals. Responsible for developing customized reports for internal and external stakeholders related to VIA’s DBE and SBE programs.
ESSENTIAL FUNCTIONS: Monitors Disadvantaged Business Enterprise (DBE) program and Small Business Enterprise (SBE) program to ensure compliance with 49 CFR Part 26, state and local requirements. Tracks and monitors contract compliance audits for all federal and local contracts to ensure subcontractors are paid promptly to mitigate deficiencies and recommend corrective actions. Conducts continuous quality assurance and compliance audits of prime, subcontractor and internal/external databases to ensure data quality. Evaluates bids and proposals to determine responsiveness to the goal and verifies all DBE and SBE documentation is submitted correctly. Interacts with the Texas Unified Certification Program (TUCP) certifying agencies to verify active DBE and SBE certifications to ensure bid responsiveness. Assists with development of Triennial DBE Goal by maintaining Compliance Reporting System (DCRS) - online compliance platform. Serves as liaison with project managers to ensure DBE’s and SBE’s perform in accordance with terms, conditions, and specifications of the contract or purchase order. Monitors and tracks all change orders and modifications assigned to contracts or task orders to ensure compliance. Monitors subrecipients to ensure the DBE obligations, including goals, language, and tracking of payments, are fulfilled and apply appropriate remedies when necessary. Provides guidance related to contract compliance audits to prime contractors and subcontractors. Assists in preparation and reconciliation of all U.S. DOT/Federal Transit Administration (FTA) Uniform Report of awards and commitments. Provides input and make recommendations in the development and implementation of the DBE and SBE Program plans. Assists in development of the DBE Shortfall Analysis when applicable. Assists with creating and maintaining policies and procedures related to DBE and SBE initiatives. Serves as backup for Compliance Administrator with contract-specific goal setting. Merges data from various platforms to create and prepare customized reports; and performs statistical analysis on contract awards and utilization. Enters payments on all operational contracts on a monthly basis in the DCRS. Creates ad-hoc and periodic reports using reporting software of various databases and systems. Responsible for maintaining and updating spreadsheets and databases to ensure the accuracy and reliability of reporting and monitoring of agency and department activities. Responsible for the comprehensive compilation, analysis and reporting of information associated with contracts. Collects, analyzes, and reports information and data related to DBE and SBE programs, procurement, contractor payment information, and other department functions. Researches and documents administrative and data workflow processes to establish work procedures and to improve operational efficiency and effectiveness (i.e., identifying contracts with purchase orders for prompt payment reporting). Develops analytics dashboards to illustrate data related to DBE and SBE programs and contract performance. Researches other agency’s business/supplier programs. This job description excludes marginal functions that are incidental to performing the job. Other duties may exist.
REQUIRED EDUCATION AND EXPERIENCE: Bachelor's Degree in Public Administration, Business Administration, or related field, and at least three (3) years of related experience to include procurement, contracts, supplier diversity, or data reporting and analysis. Experience may be substituted in lieu of education on a year-for-year basis up to four (4) years.
PREFERRED QUALIFICATIONS: Familiarity with compliance software, B2Gnow is preferred.
ADDITIONAL REQUIREMENTS: Must be able to quickly become proficient in the use of VIA software systems used to process data. Responds to short notice, high priority requests for information. Must be detailed oriented, highly organized, and self-motivated with an ability to multi-task and provide instruction to others. Must have intermediate to advanced knowledge of Microsoft Excel. Must have the ability to analyze and interpret complex records, prepare accurate and complete records, complete specifically assigned tasks, and maintain complex data reporting records. Brings data to life through effective data visualization and storytelling. Must have the ability to work with little supervision and have a high degree of initiative to address and anticipate the needs of internal and external stakeholders. Must have good verbal and written communication skills. High level of accuracy and attention to detail is required; must be accurate in all details to ensure data integrity and credibility of operations. Must be fully computer literate and can utilize computer software such as Word, Excel, and Power Point. Must be able to research and analyze complex information. Must be able to interpret Federal contract regulations. Must be able to maintain good work attendance. PHYSICAL REQUIREMENTS: Physical ability required to be mobile, bend, stoop, stand, reach, and occasionally lift 5-25 pounds of objects, such as files, equipment and supplies, and books.
WORK ENVIRONMENTS: Work involves deadlines and multiple priorities. Works within normal office environment. Work may require hours outside of normal business hours such as evenings, weekends, and holidays.
