Roles and Responsibilities: Develops, coordinates and prepares NJ TRANSIT’s annual zero-based consolidated Operating Budget for Bus Operations and Rail Operations to ensure adequate funding for all planned expenditures. Reviews and analyzes Bus Operations and Rail Operations monthly performance against budget, utilizes multiple databases to research details/explanations for variances, and provides recommendations regarding budget threats and solutions. Develops, manages and initiates reports for use by management and departments within the corporation. Researches, recommends and implements necessary data base modifications. Performs and supervises complex technical and financial analysis and special projects such as labor contract analysis, cost reduction programs, ridership trend analysis, and impact of capital program to assess potential financial/budgetary impacts and recommend and implement necessary data base modifications. Performs all related Operations Budget Office responsibilities relative to the eP position control system. Develops the Monthly Headcount/Vacancy Reports. Research and compiles data in response to information requests from OPRA, State agencies, sister-transportation agencies/authorities, and internal/executive management.

Knowledge and Skills: At least five years of experience in Financial Analysis, Budget Development, Finance or Accounting. Knowledge of Microsoft Office components is required. Knowledge of Access and Oracle is strongly desired, while knowledge of ePersonality (HR system) is desired. Education, Experience and Qualifications / KNOWLEDGE & SKILLS REQUIRED: Bachelor’s Degree in Finance, Accounting, Business Administration or related area
