NJ TRANSIT is seeking a Director, Talent Acquisition who will design and implement recruiting strategies for our company. Responsibilities include monitoring recruitment procedures, from sourcing to hiring, managing a team of recruiters, identifying high-potential candidates, act as a business partner to all departments to provide recruitment solutions. Roles and Responsibilities Directs the development and implementation of strategic staffing policies, procedures and programs for all departments’ recruitment, placement and retention of highly qualified applicants. Develops standards for applicant screening, interviewing and placement into agreement and non-agreement positions. Leads, develops, and manages ambitious and high-performing recruiting team and provides proactive staffing support to all departments. Works with the Sr. Director, Talent Acquisition and senior management to understand present and future talent needs and to develop action plans to address them. Ensures that NJ TRANSIT’s talent pool reflects and benefits from the diversity of the available candidate population. Responsible for the development and maintenance of Strategic Staffing performance measurement metrics and other Strategic Staffing reporting statistics and analyses. Directs Behavioral Interview training for all levels of NJ TRANSIT employees, including senior management. May develops special outreach programs for all levels of employees through college recruiting, employment agencies and internet advertising. Acts as a key member of the Human Resources leadership team, and completes other assignments as requested by the HR leadership. Work closely with senior leaders and hiring managers to gain a thorough understanding of their business. Design and execute talent acquisition strategies that enhance the organization's visibility/reputation in key. Develop ways to encourage the formation of diverse teams across the organization. Improve sources, processes, and KPIs related to key positions. Focus on continuous improvement throughout talent acquisition process. Implement best practice sourcing methods and evaluate existing methods for process improvement. Develop, monitor, and report on key performance measures throughout the candidate lifecycle Leads the development and implementation of strategic talent acquisition tactics and the evaluation of the entire recruiting function, strategies, and procedures to find opportunities for improvement Plans, develops, directs, and works the recruitment process · Assesses external labor market conditions to develop the most effective recruiting channels and methods Provides leadership in the establishment of the employment brand and develops supporting materials to communicate the company’s value proposition and consistent business image through employment advertisements, career sites, job descriptions, and other employment materials Oversees the screening and selection processes for evaluating potential candidates Develops strategies and processes that utilize both traditional and modern/current/innovative sources to cover all possible talent pools available Collaborates with company leaders in determining the current and future talent requirements of the business and the unique needs of each department Develops and uses dashboard tracking analytics and impact metrics to grow a data-driven and technically skilled recruiting team Builds strong relationships and delivers results in a rapidly and constantly evolving environment Manages compliance auditing routines to ensure, ADA/EEO guidelines are enforced and abided, ensuring staffing requirements are met in accordance with legal guidelines. Keep up to date with current employment legislation and ensure that line managers are effectively briefed on any relevant changes

This Position Supervises: Senior Talent Acquisition Partner, Talent Acquisition, Sr. Talent Acquisition Assistant, Sourcers, and Coordinators Education, Experience, and Qualifications Bachelor’s degree in Human Resources, Business Administration, Liberal Arts or related area Min of (6) years of applied progressive experience in Recruitment/Talent Acquisition. Min of (2-3) years in a supervisory level position managing a team of recruiters.

Experience in recruitment for any of the following sectors preferred: Transportation, Aviation, Motor Carrier/Trucking, Freight One year of closely related work experience can be substituted for each year of education required.

Knowledge and Skills: Skills in staff development, analysis and program design and implementation are highly required. Experience implementing and using an ATS and recruiting using social media and other outreach programs required. Good team-management abilities. Excellent communication skills with the ability to foster long-term relationships (with internal teams, external partners and candidates). Possess strong analytical skills with the ability to create, measure, and scale the right workflow between candidates, hiring managers, and the recruiting team. Experienced with building efficient recruitment teams and processes for a high-volume salary and hourly workforce across a distributed, multi-site organizational structure. Strong track record of strategic problem solving, including diagnosing, planning, and execution. Strong track record of meeting and exceeding team and individual hiring targets/metrics while staying focused on exceptional candidate and hiring manager experience.
