General Summary:

The Business Intelligence (BI) Analyst is responsible for the design, development, maintenance, and management of DART’s data analysis and reporting solutions. This role acts as a technical bridge between raw data and actionable business insights. The ideal candidate has track record of managing enterprise-grade reporting ecosystems and translating complex datasets into clear visual narratives.
Key areas of responsibility include leveraging Python and SQL for advanced data discovery and analytics and developing sophisticated dashboards in Tableau and Power BI. This position requires a consultant-mindset to partner with stakeholders and a proactive "discovery" approach to database exploration. The candidate must possess the analytical rigor to perform independent data analysis and reporting under minimal supervision, in accordance with DART’s Data Governance protocols.

Essential Duties and Responsibilities:

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Maintains and supports end-user utilization of internal reporting applications, including Tableau, Power BI, Crystal (Ripplestone), and Cognos BI Analytics.
  • Utilizes Python to build robust scripts that identify trends, patterns, anomalies, and correlations, transforming raw datasets into a deeper understanding of operational performance.
  • Writes and optimizes complex SQL queries to extract data from relational databases for both ad-hoc requests and automated reporting.
  • Manages report inventory, batch jobs, and data refresh schedules to guarantee the delivery of timely and accurate insights.
  • Adheres to all DART Data Governance and Security tenets and ensure that decentralized end-user analysts maintain high standards of data integrity.
  • Collaborates with ETL teams to ensure the accuracy and availability of data within the reporting environments.
  • Recommends and performs updates to reporting and analytics software packages; coordinates with Systems Engineering to validate applications after routine security patching.
  • Collects business requirements for new analytical products and assists end users with report definition, authoring, publishing, and access management.
  • Analyzes data discrepancies and report access issues; resolves incidents and service requests associated with the reporting environment to meet Agency service level agreements (SLA).
  • Actively participates in knowledge sharing and cross-training to ensure team redundancy for all essential analytical tasks.
  • Performs other related duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED

Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  • Bachelor’s degree from an accredited college or university in Data Analytics, Business Intelligence, Statistics, Management Information Systems, or a related field.
  • Four (4) years of professional experience in Python Programming, Tableau, and Power BI, with proficiency in Oracle and SQL Server environments.
  • Strong knowledge of modern data modeling techniques and SQL code management tools.
  • Ability to use rigorous logic and analytical methods to solve difficult data problems with effective, scalable solutions.
  • Proven ability to communicate complex technical findings clearly and succinctly to non-technical stakeholders.
  • Ability to pick up new technical tools quickly and manage time effectively in a fast-paced environment.
  • Must be able to work in an on-call rotation for emergency response to outages.
  • Pass a physical (medical) examination, including a drug screen, to operate DART non-revenue vehicles.

WORKING CONDITIONS

Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
