WHO WE'RE LOOKING FOR

The Manager, Safety Management Systems (SMS), Occupational Health and Safety reports directly to the Director, Safety. This position is responsible for the management of Capital Metropolitan Transportation Authority’s (CapMetro) SMS throughout the organization. This position partners and collaborates with stakeholders throughout the organization to ensure compliance and adherence to the regulatory requirements as annotated in 49 CFR Part 673 through CapMetro’s various programs and policies. The position will collaborate with various levels of leadership across the company in maintaining SMS subprograms, while providing subject matter expertise and technical guidance for various safety and compliance initiatives throughout the company. This position also will review, evaluate, and analyze work environments and design programs and procedures to control, eliminate, and prevent disease or injury caused by chemical, physical, and biological agents, or ergonomic factors. Ensure inspections and enforce adherence to laws and regulations governing the health and safety of individuals.

Responsibilities

WHAT YOU'LL BE DOING

Safety Management System Leadership

  • Provide 24/7, on-call accident/incident response

  • Develop, implement, and manage CapMetro’ s Public Transportation Agency Safety Plan (PTASP) and Safety Management System (SMS) in compliance with 49 CFR Part 673.

  • Lead the Safety Management Systems Committee and ensure alignment of SMS across the organization and with service providers.

  • Serve as business lead for SMS-related technology solutions, applications, and projects.

Compliance, Assessments, and Reporting

  • Conduct and document internal assessments of the System Safety Program Plan and SMS to ensure compliance with 49 CFR Part 270, FRA, and TC requirements.

  • Analyze safety data, audits, and trend reports to evaluate SMS effectiveness and recommend improvements.

  • Prepare and facilitate reports and presentations for executive leadership, Board of Directors, and safety committees.

Training and Safety Culture

  • Coordinate development of SMS-related training programs and provide new-employee health and safety orientations.

  • Promote a positive safety culture and support health, safety, and security initiatives across the organization.

Incident Investigation and Hazard Mitigation

  • Investigate occupational health and safety incidents to identify root causes and preventive measures.

  • Recommend strategies to protect workers from hazardous methods, processes, or materials.

  • Oversee contractor OSHA 300 logs and ensure compliance with safety standards and regulations.

Workplace and Environmental Safety

  • Inspect workplace environments, equipment, and practices for compliance with safety and health regulations.

  • Develop hygiene programs (e.g., noise surveys, ventilation monitoring, asbestos management) and design health programs for employees and the public.

  • Collect and analyze samples of dust, gases, vapors, or other toxic materials, test facilities for environmental hazards.

Training, Education, and Hazardous Materials Management

  • Conduct safety training programs and demonstrate proper use of safety equipment.

  • Coordinate contractor “right-to-know” programs regarding hazardous substances.

  • Manage audits and investigations at hazardous waste sites and oversee handling, packaging, and labeling of hazardous, radioactive, or mixed waste.

  • Administer the Personal Protective Equipment (PPE) program.

  • Support Capital Metropolitan Transportation Authority’s Safety Management Systems (SMS) process by ensuring staff follows safety and security policies, considers safety in every action, and ensures safety and security concerns are reported.  
  • Perform other duties as required and/or assigned

 

RESPONSIBILITIES - SUPERVISOR AND/OR LEADERSHIP EXERCISED:  

Manage department personnel by planning, scheduling, delegating, and overseeing employee work assignments, authorizing, coordinating, and scheduling work with vendors and consultants, conducting personnel actions, including, hiring, interviewing, and overseeing hiring, training, work assignments, and performance evaluations.  

 

Qualifications

WHAT YOU BRING

  • Bachelor’s degree in Safety or related field. Related experience may substitute on a year-by-year basis up to four (4) years

  • Eight (8) years increasingly responsible experience, overseeing transit safety programs including bus, developing and implementing safety-related programs.

  • Two (2) years of management experience either managing employees or projects 

  • Experience with word processing, electronic mail, spreadsheets, and database software

  • USDOT Transit Safety and Security Program certificate required

  • World Safety Organization Certified Safety Specialist certification desired

     

Knowledge, Skills, and Abilities:

  • Thorough knowledge of Federal Transit Administration-related regulations

  • Thorough knowledge of the SMS approach to improving safety culture and related current and proposed federal regulations. 

  • Excellent written, oral, and interpersonal communication skills.

  • Ability to manage multiple functions and meet established deadlines.

  • Ability to collect and organize data, establish goals, and develop budgets.

  • Ability to manage and motivate staff, organize, and schedule work and serve as a role model.

  • Ability to build and maintain effective working relationships with employees, management, service providers, regulators, government officials, and the public.

  • OSHA 30-hour General Industry training is highly desired

 

WORK ENVIRONMENT AND PHYSICAL DEMANDS

Work is performed in an office and outside environment with exposure to inclement weather and adverse weather conditions. This position works with multiple project timelines and is responsible for managing employees performing work of a complex nature. 

Incumbent must have the ability to stand, walk and travel 90% throughout the workday. This position will need to have the ability to work varying shifts, days, nights, weekends, holidays, and rotating shifts, to meet the department’s needs. Must be able to safely operate a motor vehicle. Must be able to use a telephone or headset equipment. Incumbent must be able to lift and move material weighing up to 20 lbs., perform work at a computer terminal for 6-8 hours a day, and function in an environment with constant interruptions. This position may require work beyond a normal forty-hour weekly schedule.

Mobility Status: 

As an Onsite position, the incumbent’s primary workplace is a CapMetro facility or field location. Expected to work in the office 4+ days a week. Mobility status is subject to change at any time based on business needs or organizational decisions.
